Senator Charles Schumer has his way, things could change forever for the call center industry. The senator wants to initiate a legislation that will make it mandatory for all American call center units to pay a tax if they transfer calls to a non-American country. The move comes at a time when the President of the United States, Barack Obama, is already eyeing ways in which to cut down on outsourcing of BPO jobs from America to other countries. The tax was always there on the horizon. Obama had talked about a way to stop the drain of American jobs away to other countries when he was campaigning for the presidential elections. Senator Schumers legislative proposal is a step in that direction.
There is a lot of logic in this move. That is for sure. If you are an American citizen who has been handed out the pink slip lately, you will feel happy about the fact this move is coming into fruition. However, if you are an American citizen who owns a business firm that outsource work to BPO units in foreign countries like India and the Philippines [link widoczny dla zalogowanych], this move could spell the end of an era. Make no mistake: Im not suggesting that the tax will stop the call center work from being outsourced to other countries. I am saying that with this tax in place [link widoczny dla zalogowanych], many business firms will rely on domestic call center services to meet their requirements. Surely [link widoczny dla zalogowanych], the tax will pinch out quite some money from the business firms who transfer calls to other countries. In this bad economy, any pinch would hurt business firms.
BPO trade analysts have something different to offer on this debate. Richard McConnell, a call center management consultant, feels, The legislation of Senator Schumer will definitely affect the answering service industry. But to take it that it will completely stem the flow of call center services to other countries is like taking too much for granted. McConnell reasons that despite the tax of 25 cents per call that is transferred outside America, the cost cut that business firms get by hiring a business outsourcing firm in the third-world country is still quite enough to make it a feasible business venture. There is no doubt in the fact that business investors would be doing a cost analysis before they take a final call.
If you go by the analysis of the trade experts, you can be rest assured that the move may cause a dent in the flow of call center work to foreign destinations, but it will never be strong enough to raise alarms. The legislation will also include the directive that any call to be directed outside America must be labeled so. In other words, callers will know their call is being transferred and to which country. Now this is something that will cause a bother for business firms transferring calls to offshore BPO centers. The caller may feel that its going to cost him extra for the call. The caller may disconnect because of this reason. The telemarketing industry has to ensure that the callers get the right message before their call is transferred.
