ilarly, if you have ever realized that you are stuck behind someone who simply doesn't know where they are going either because they are lost or because they are too busy looking down at directions, then this can cause serious traffic delays and even cause accidents to occur.
While I have never issued a ticket for impeding the flow of traffic while I was a police officer, I have pulled people over for impeding the flow of traffic only to realize that they were intoxicated or under the influence of drugs. In one situation, another officer in the police department was working the night shift and received a call of a driver slowing down traffic because he was driving slowly and swerving all over the road. When the officer pulled the vehicle over to the side of the road [link widoczny dla zalogowanych], the driver's side door to the vehicle swung open and the person behind the wheel started to get out. Anyone who is a licensed driver (or at least most people who have a driver's license) should know that when and if you are ever pulled over by a police officer, you are always supposed to turn off your ignition and remain inside of your vehicle with your seat belt securely fastened. Any other action will cause the officer to react accordingly in a defensive position.
The driver started to get out of his vehicle, and as he did so, the officer and his partner verbally warned the driver to remain inside of his vehicle. When the driver continued to be non-compliant, the police officer drew his weapon and again verbally warned the male to return to his car. Upon the other officer's signal, his partner ran around and subdued the male driver against the side of the car. As it turned out [link widoczny dla zalogowanych], the male was an elderly man who had just been released from the hospital after having had heart surgery only a few hours before. He was on medications that impaired his ability to drive. Somehow [link widoczny dla zalogowanych], he had been allowed to leave the hospital without proper supervision and without a designated driver to take him home. In the end, the police officer had to return to the hospital with the male who later received a ticket for driving while impaired. Additionally, an investigation was conducted at the hospital with regards to their policy of allowing patients to leave without proper care.
While the above is a somewhat extreme example of what can happen when you drive while impaired, the result is just the same. When you impede the flow of traffic for whatever reason, you can cause serious injury to yourself and to others if you are not careful. This is why you will often see posted speed limits on highways that indicate both a minimum speed in addition to the regular speed limit.
